Council on 4/22/08 in adopting the Long Range Financial Plan (LRFP), voted 4-3 in favor (Faulkner, Stohlman, Snyder & Johnson) of maintaining the tax rate at 43.96 cents, more than 7 cents or 19 percent above a “revenue-neutral” rate. See Tab H, pages 7-10.
